Prof. Sunita Chugh has her M.A, M.Phil. from Jawaharlal Nehru University in International Politics and Ph.D in Education from Jamia Millia Islamia University. Currently designated as a Professor in NIEPA, she has an experience of more than 30 years in the Institute. She has contributed in conceptualizing, planning and implementing national and international level training programmes and workshops. As part of several international programmes attended, prominent were Inclusive Education in Jerusalem, Israel and School Leadership Development in Nottingham, U.K. She has played a significant role in carrying out the National School Leadership Development programme across the country, taking a lead in implementation of NISHTHA programme for school heads and teachers. She has participated in the deliberation of CABE sub-committee on Extension of RTE 2009 to pre-school and secondary education and Joint Review Mission of the Government of India.

Her academic interests include issues in education of the urban marginalized, school leadership, engagement with stakeholders in education, Right to Education and its implementation. She has published several research papers in reputed journals on educational issues of the disadvantaged groups, privatisation in Indian education, positioning school leadership in Indian context, occasional paper on education of children living in slum areas and on status, progress and challenges of education at the elementary and secondary level of education. In addition, she has undertaken a mega ten city project on access and participation of the urban marginalised children in India. Her book on Education in the fringes of Cities in India: A study of Hyderabad and Ludhiana is published in 2020. She has recently completed an IIEP-UNESCO project on School Management Committees: A Move Towards Open Government in Education in India in 2021.
